Eligibility Requirements for the Aged & Disabled Waiver in Colorado

The Elderly, Blind, and Disabled Waiver in Colorado requires seniors to meet certain financial requirements.

2026 Income Limits

  • Single applicant: $2,982/moo
  • Married (both applying): $5,964/mo
  • Married (one spouse applying): $2,982/mo
  • A married applicant may be eligible to allocate a portion of their income to their non-applicant spouse as a Minimum Monthly Maintenance Needs Allowance.

2026 Asset Limits

  • Individual applicant: $2,000
  • Married spouses (both applying): $3,000
  • If only one spouse is applying, the assets of both spouses are limited because Medicaid considers assets to be jointly owned*

Functional Need Requirement

  • To qualify for an EBD waiver in Colorado, seniors must require a Nursing Facility Level of Care (NFLOC).

Yes. If you don’t meet the income and asset limit requirements, you may be eligible through the Health First Colorado Buy-In Program for Working Adults With Disabilities. Contact us for a free consultation.

This program provides assistance for:

  • Those aged 65 and older who are blind or have a functional impairment 

OR 

  • Adults aged 18-64 who:
    • Are physically disabled
    • Have a diagnosis of HIV/AIDS; or
    • Require long-term services and support to remain in a community setting

Yes. Not only does EBD work with support already provided by families and communities, but these services can also be added to any others you receive through the Health First Colorado State Plan and other local, state, and federal programs.

In addition, you are eligible for all Health First Colorado Services except nursing facilities and long-term hospital care.

There may be a waiting list for participation in EBD Waiver services upon approval, so you won’t necessarily receive them right away. Typically, access to an available waiver is based on the date of your application. Pre-planning for long-term services and support is a good idea.
